Executive Committee Meeting
September 9, 2005

The meeting was called to order at 2:33 PM by Chairman Louise Lepie at the Houston Athletic Fencing Center at 4997 West Bellfort, Houston. Other Officers present were Vice Chairman Jerry Dunaway and Secretary Matt Delevoryas. Jerry Dunaway was present by telephone, in accord with the power of the Chairman to call a meeting not held in person. Treasurer Rachel El-Saleh was absent.

It was noted that the meeting had been called by the Chairman earlier in the day, without any member of the Executive Committee receiving 48 hours notice of the meeting. All Executive Committee members present were noted to have waived notice by virtue of their willing participation in the meeting, and absent Executive Committee member Rachel El-Saleh had waived notice in advance of the meeting in anticipation of such a need while out of the country.

Matt Delevoryas moved to dispense with the reading of the minutes of the previous meeting. The motion passed by general consent.

Before the meeting began, the Executive Committee members had discussed at length motions which would be agreeable during the meeting, and the Secretary had the texts of the motions at hand.

The Secretary moved: "No Gulf Coast Texas Division USFA-sanctioned tournament may have entry fees which differ with respect to the division to which a fencer belongs. No Gulf Coast Texas Division USFA-sanctioned tournament may require that a fencer belong to or join any organization other than the USFA without special permission of the Executive Committee." The motion passed by general consent.

The assembly noted that there were already tournaments scheduled in September which had disseminated information indicating they were not in compliance with the resolution. The assembly also noted that the tournament scheduled for the two following days could be construed as in violation of Division specifications for adequate notice to the fencers of the Division if it were to change its fees and organization membership requirements on short notice. The assembly considered the potential harm to existing tournament pre-registrants were the tournament to lose the right for classifications to be earned if the organizers complied with the new resolution.

The Secretary moved: "If the Houston Cup #1 tournament on September 10-11, 2005 complies with the resolution of the Executive Committee of September 9, 2005 concerning allowable tournament fees and organization memberships, then the tournament will be considered to have complied with USFA requirements for the adequate notice to fencers necessary before classifications can be earned. Any such changes must immediately be communicated to all pre-registrants in askFRED." The motion passed by general consent.

The assembly noted that after the tournament of the coming weekend, there was more time possible to comply with the new resolution and no concern about adequate notice to fencers, but that compliance would still be necessary.

The Secretary moved: "Any Gulf Coast Texas Division USFA-sanctioned tournament between September 11 and September 30 which is in violation of the resolution of the Executive Committee of September 9, 2005 concerning allowable tournament fees and organization memberships must correct the violation within 48 hours and, if listed on askFRED, askFRED must be used to send messages to all pre-registrants about the change, at the time the change is made. Failure to make necessary adjustments and notify the askFRED pre-registrants will cause the tournament not to be sanctioned." The motion passed by general consent.

The assembly also noted one other simple matter which could benefit from prompt attention. It was noted that the Webmaster Committee was constrained by existing resolutions of the Executive Committee. These constraints prohibited changing all but certain portions of the Division Web site home page without explicit action by the Executive Committee itself. The description of the current Officers was not something which could be changed without intervention of the Executive Committee. After some discussion, the Executive Committee resolved by general consent that the Webmaster shall be authorized to make alterations anywhere on the Division Web site home page to make correct facts which have become incorrect.

By general consent, the meeting adjourned at 2:42 PM.
