Gulf Coast Division The meeting was called to order at 8:44 PM by Chairman Louise Lepie at the Houston Athletic Fencing Center at 4997 West Bellfort, Houston. Other Officers present were Vice Chairman Jerry Dunaway and Secretary Matt Delevoryas. Treasurer Dennis Meyers was absent. In the absence of the Treasurer, the Chairman presented a report from the office of Treasurer. John Trojanowski had recently withdrawn $4,100 from the old Division savings account at Guarantee Savings, which had been deposited into the newly opened checking account at Washington Mutual with Louise Lepie and Dennis Meyers as signatories. A small amount still remained in the old account. Louise Lepie had prepared, been able to get countersignatures for, and disbursed four checks; $983.90 to Louise Lepie for the money she lent the Division for the air fare ($383.90) and fee ($400) for the foil coaching seminar by Alex Beguinet and the referee seminar by Amgad Badawi ($200) in conjunction with the May Houston RYC; check 93 for $218 to John Trojanowski for the money he lent the Division to pay for the expenses of the referee seminar in conjunction with the Space City Rendezvous; check 131 for $369.94 to Matt Delevoryas for the money he lent the Division for the lodging expenses for referee Jerry Benson for the 2004 Divisionals ($122.98), the replacement of a weight set lent to but lost by 2004 Divisionals for which the LOC was taking 0% and the Division taking 100% of the profit or loss ($25.57), purchase of two upgrade chips for the two Division Favero FULL-ARM-05 scoring boxes ($116), and the expense of one year of domain name registration and Web hosting from summer 2004 to summer 2005 ($105.39); and check 132 for $177.56 to Matt Delevoryas for the expense of the second of two mailings for the early March meeting of the Division and the mailing for the late March meeting of the Division. It was noted that another check for $105.39 was in preparation for Matt Delevoryas for the expense of one year of domain name registration and Web hosting from summer 2005 to summer 2006, and that there existed an account payable to Matt Delevoryas for $88.78 for the expense of the mailing for the Annual Meeting of the Division. After deducting the check in preparation and the checks already disbursed, but without deducting the account payable, the balance in the checking account was $2,245.21. The Chairman noted that the Division's 50% share of the profit for the Divisionals held at Texas A&M had not yet been collected. The assembly discussed an idea which had recently been brought to the attention of some of the Officers – the sale by the USFA at essentially scrap prices of many used "copper" mesh conductive pistes. The USFA was accepting $150 plus shipping costs. The assembly discussed the idea at length, and made several observations. The $150 price was somewhat misleading, given that shipping would be comparably expensive, and that a piste would also require padding to be deployed beneath it, and that padding would need periodic replacement. The fencing world in general seemed to be migrating away from mesh pistes to pistes made of solid pieces, probably for good reasons. These particular pistes had already had long lives, often including cutting, reversing, and rejoining the two halves and placing a new second set of line markings on the piste, and that they were no longer in good condition. The assembly decided to encourage any individual club for which such a purchase would be wise to act, but for the Division itself the assembly thought it would be better to invest equipment money in things of more, and more conveniently utilized, value to all clubs, like scoring equipment. Purchase of metal mesh pistes was not deemed a priority purchase at the time. The draft minutes of the previous (Jun. 29) meeting were read and accepted with corrections. Matt Delevoryas, as the person delegated to handle Division equipment loans, reported on the state of the equipment. He reported that there had been absolutely no changes since the report made at the previous (Jun. 29) meeting. The assembly had noted that there had been some irregularities in the "rotating" of "the rotation", the allocation of the "big three" tournaments to host clubs, was conducted in late April under the authority of John Trojanowski. The assembly had already acted to ratify the portion of the process which was conducted outside the rules earlier enacted by the Executive Committee, a portion conducted after an event occurred for which there was no provision in those rules. But, the actual current order of the clubs in the rotational order had become ambiguous once the rules no longer covered the actual situation. Louise Lepie moved that the current order of the 17 clubs be Alliance Fencing Academy, Rice University Fencing Club, Salle Mauro Fencing Academy, Texas A&M University Fencing Club, University of St. Thomas, Knights of Trapani Fencing Academy, Clear Lake Fencing Club, Academy of Fencing, Galveston Fencing Club, Young Elites of Houston, Brazosport Fencing Extravaganza, Westchester Fencing Club, South Houston High School Fencing Team, Katy Blades, Fencing Club at the University of Houston, Spindletop Cavaliers, and Bayou City Fencing Academy. The motion passed. The assembly discussed whether to, and, if so, how to have the rules of "the rotation" cover unusual situations like the one which had occurred in April. By general consent, a motion passed to amend the rules of "the rotation" to insert after part (9): "10. Any club which accepts hosting of a tournament which it is not allowed to host because of a reason external to the rotation will be considered to have declined to host any tournament." In regard to the moratorium on adding tournaments to the Division calendar enacted at the previous meeting, by general consent the assembly resolved to lift the moratorium, for the 2005-2006 fencing year, for the two divisional qualifier tournaments and the Division's contribution to the Southwest Section Circuit Cup. Jerry Dunaway moved to adjourn. By general consent, the motion passed. The meeting adjourned at 10:28 PM.
